By default the Stewards only review Qualifying laps, Formation laps and the first lap of any official race.
It is only when receiving a formal complaint from a member that laps other than qual, formation or lap 1 are reviewed. In the case of an official protest, more than just the lap where the incident occurred may be reviewed - this is in order to provide perspective or buildup to an incident, or repeated behaviour which can be directly connected to an incident.
Once the server replays have been posted the scheduled Stewards for an event will start to review the replay following each car or a group of cars on their formation lap, looking for anything out of the ordinary (odd behaviour, bending of rules or any incident). The entire field gets reviewed this way and then the same will happen for lap one from start to finish also watching out for any incidents or oddities.
A designated thread has been started prior to an event, here the Stewards will report what they have encountered (they are encouraged not to view the opinions of other Stewards until their own report is finished) and they will use the penalty guide to advise on possible penalties.
The same routine is followed for Qualifying laps. Stewards follow each individual car, hoping to see nothing illegal but when they do it gets reported in the designated Qualifying-thread. Penalties are handed out accordingly. This is a fairly simple process following the cutting corners page from the General Rules section.
The penalty guide is a general guideline, more often then not each situation is unique on its own and needs additional input form the Stewards to come to a clear consensus but it helps maintaining a fair ruling on all incidents. Large discussions amongst the Stewards are sometimes the case, re-reviewing incidents and covering all angles. Sometimes asking input from Members, RD's or MD and even contacting real life Racing Stewards when issues are deemed difficult to handle.
The Chief Steward is monitoring these discussions and when the Stewards are done there will be a report-proposal published for the Stewards. This report gets finalized and send to HQ's in order for the RD's and Admins to have a final look.
Once approved the report gets published to the community. Penalties are handed out, licenses updated and advice given when appropriate.
